 Consecutive governments in the United Kingdom have always faced a tough question from human rights lawyers and civil liberties groups: Should individuals be kept in prison longer than the recommended sentence if there is a public outcry to do so? Hindley was in the process of challenging this ruling. She looked set to win her case in the European court and walk free.

 The one thing New Labour's spin machine hates more than anything else, is a story it's not in control of. If Hindley walked free, public support would step off a cliff without a parachute. I believe they sought an alternative solution. Myra Hindley was about to be made an offer she couldn't refuse. They were about to release her!
